The Phase II NPDES Permit requires communities with Municipal Separate Storm Sewer Systems (MS4s) to operate a Regional Stormwater Education, Public Involvement, and Participation Program.  The RSEP Committee oversees this program.  Current committee membership includes representatives from Saint Albans City and Saint Albans Town with non-voting participation from Friends of Northern Lake Champlain.  The Northwest Regional Planning Commission (NRPC) serves as the lead agency to provide administrative and programmatic services as directed by the committee.
